Turkish Citizenship by Investment: A General Framework

Türkiye has run a programme that lets foreigners who make a qualifying real-estate investment apply for citizenship. Conditions, amounts and the process change over time, so we give no figures here; below are the general steps and the questions to ask. Before applying, verify the current rules with official sources and a lawyer.

In brief

Citizenship by real estate is a programme through which foreign investors who acquire property above a qualifying value can apply. The process consists of choosing the property, having its value officially determined, meeting certain undertakings and applying to the relevant bodies. The details are set by legislation and can change.

General steps

  1. Preparation: Obtaining a Turkish tax number and opening any accounts needed for the transactions (verify current requirements).
  2. Finding the property: Choosing a property that may fit the programme, with sound title and an occupancy permit.
  3. Official valuation: Having the value of the property determined by an authorised body.
  4. Purchase and documentation: Documenting payment and the transaction as required, and registering any undertaking or annotation the programme asks for on the title deed.
  5. Eligibility and application: Applying to the relevant authorities and obtaining the approvals.
  6. Afterwards: The outcome of the application and completion of related formalities.

The order of steps and required documents can change with current legislation.

Questions to ask before applying

  • What are the current threshold and conditions? Have you verified them from an official source?
  • Does the property you are considering fit the programme? (Title, occupancy permit, valuation.)
  • How will payment and documentation be handled?
  • Will family members be included, and which documents will they need?
  • Do the application and transactions require sworn translation and apostille?
  • Do you have an independent lawyer?
